PREAMBLE

1) The democratic adjective is to mean that there are excluded from the flat present time each motive or also hidden intention of reversal of the system

OBJECTIVES

1) In the order they are indicated:

a) the democratic political parties, from the PSI to the PRI, of the PSDI to the CD to the PLI (with reserve of verifying the National Right hand)
b) the print, excluding each publishing operation, which is speeded up at the journalists' level through a selection that touches above all: Messenger in the Evening, Day, Newspaper, Print, Rest of the Carline, Messenger, Time, Rome, in the Morning, Newspaper of the Midday, Newspaper of Sicily, for the daily papers; and for the periodicals: European, Espresso, View, Epoch, Today, People, Christian Family. The RAI-TV is forgotten. e per i periodici: Europeo, Espresso, Panorama, Epoca, Oggi, Gente, Famiglia Cristiana. La RAI-TV va dimenticata.
c) the trade unions, be confederal Italian Confederations of Workers' Trade Unions and UIL, be autonomous, in the research of a point of lever to bring them back to their natural function also at the price of a scission and following constitution of a free association of the workers;
d) the Government, which is reorganised in the ministerial organisation and in the quality of the men to be proposed to the single ministries;
e) the magistracy, which must be brought back to the guarantee's function of the correct and scrupulous application of the laws;
f) the Parliament, whose efficiency is subordinated to the success of the operation on the political parties, the print and the trade unions.

2) Political parties, print and trade unions constitute object of possible solicitations on the plan of the manoeuvre of financial economic type. The availability of not superior numbers seems sufficient to 30 or 40 milliards to let to good faith men and well selected of conquering the key positions necessary to their control.
I govern, Magistracy and Parliament represent instead following, accessible objectives only after the good result of the first operation, even if two phases are destined necessarily to undergo intersections and reciprocal interference, as it will be seen in detail during elaboration of the progresses.

3) Primary objective and indispensable presupposition of the operation is the constitution of a club (of nature rotariana for the etereogenità of the components) in case there are represented, at the best levels, operating, entrepreneurial and financial, exponents of the liberal professions, public managers and magistrates, as well as very little and there selected politicians, who you do not exceed the 30 or 40 units number. PROGRESSES

1) Towards the political world it is needed:
a) to select the men – first of all – to whom the task can be entrusted of promoting the rivitalizzazione of each respective political part (for the PSI, for example, Left-handers, Mariani and Craxi; for the PRI: Visentini and Flag; for the PSDI: Orlandi and Amidei; for the CD: Andreotti, Little, Forlani, Gullotti and Bisaglia; for the PLI: Cooked and Quilleri; for the National Right hand (in case): Covelli); Visentini e Bandiera; per il PSDI: Orlandi e Amidei; per la DC: Andreotti, Piccoli, Forlani, Gullotti e Bisaglia; per il PLI: Cottone e Quilleri; per la Destra Nazionale (eventualmente): Covelli);
b) in the second place to value if the present political formations are able to have still the necessary external credibility in order that valid tools of political action to grow again;
c) in case of affirmative answer, to entrust to the chosen ones the sufficient financial tools - with the due controls - when they to let acquire the predominance in the respective parties;
d) in case of negative answer to use the financial tools themselves for the immediate birth of two movements: one, on the left (to horse between PSI-PSDI-PRI-Liberali of left side and CD of left side), and other on the right (to horse between CD conservatoires, liberal, and democrats of the National Right hand). Such movements should be founded at as many promoting clubs composed by politicians' and shown of the civil society in reciprocal proportion of 1 to 3 in case the first ones represent the link with the present parts and the second ones that of connection with the real world. All the promoters must be unassailable for moral rigours, ability, honesty and tendenzialmente disposable for a pragmatist political action, with renunciation of the usual and threadbare ideological keys. Otherwise the rejection from the public opinion is necessary to keep inevitably. Tali movimenti dovrebbero essere fondati da altrettanti clubs promotori composti da uomini politici ed esponenti della società civile in proporzione reciproca da 1 a 3 ove i primi rappresentino l’anello di congiunzione con le attuali parti ed i secondi quello di collegamento con il mondo reale. Tutti i promotori debbono essere inattaccabili per rigore morale, capacità, onestà e tendenzialmente disponibili per un’azione politica pragmatistica, con rinuncia alle consuete e fruste chiavi ideologiche. Altrimenti il rigetto da da parte della pubblica opinione e’ da ritenere inevitabile.

On a second time it will be needed:
a) to acquire some battle weekly magazines;
b) to co-ordinate the whole provincial and local print through a centralised agency;
c) to co-ordinate many TV road I extract with the agency for the local print;

Also in cost terms it is to be foreseen a use of financial tools of entities inferior to another hypothesis.

4) I govern Magistracy and Parliament

PROGRAMS

For programs the choice understands itself, in scale of priority, numerous operations in shape of:
a) actions of political and economic behaviour;
b) administrative acts (of Government);
c) legislative acts; necessary to overturn – in concomitance with those described in point of progresses – the present trend of disfascimento of the institution and, with her, to the disottemperanza of the Constitution whose organs do not work any more according to the original schemes. It is a question, in substance, of "recording" – as in the print in tricromia – with the functions of each institution and of each relative organ so that the respective borders are delimited exactly and the present superimposition areas disappear at who derive confusion and enfeeblement of the state. Si tratta, in sostanza, di “registrare” – come nella stampa in tricromia – le funzioni di ciascuna istituzione e di ogni organo relativo in modo che i rispettivi confini siano esattamente delimitati e scompaiano le attuali aree di sovrapposizione da cui derivano confusione e indebolimento dello Stato.
By way of example, there are considered two phenomena:
1) the moving of the centres of real power of the Parliament to the trade unions and to the Government to the multinational properties with the correlative tools of financial action. a1) judicial Ordering: the most urgent modifications invest:
- the civil responsibility (for guilt) magistrates;
- the appointment prohibition on the print the magistrates in any case invested with judicial progresses;

2 - law about the global programming (Cost. art. 41) based on a Ministry of the economy that englobes the present structures of incentive (Case Mezz. PPSS – Medium-term credit Industry – Agriculture), on the National Economy and Labour Committee revitalised which point of meeting of the social and union, entrepreneurial and cultural forces and on procedures of meeting with the Parliament and the Regions;
3 - reform of the administration (Cost. pp. 28-97 – 98) founded on the theory of not administrative public act, on the clean separation of the political responsibility of that one administrative that becomes personal (institution of the General Secretaries of Ministry) and on the replacement of the beginning of the silence - refusal with that of the silence - consent;
4 - definition of the reserve of law within the limits wanted and asked expressly at the Constitution and individualization of the areas of (regulation) secondary normativeness in ispecie of those regional that must be obbligatoriamente bounded within the bounds of the laws frame.

a3) Ordering of the Parliament
1) division actually, of competences between two Chambers (political function to the CD and economic function to the SR);
2) it modifies (already in course) respective Rules to restore strength to the beginning of the report (Cost. art. 64) between majority I - govern on the one hand, and opposition, at other, instead of the present trend assemblearistica;
3) adoption of the beginning of the temporal sessions as execution of the program

b) Economic-social measures

5 - lightening of the rates on the company funds destined to reserves, amortisation, investments and guarantees, to speed up the self-financing of the productive companies;
6 - reciprocity between state and declarer in the obligation of mutual purchase to the declared values and
make sure;
b6) abolition of the registration of the stock headlines to give breath back to the stock market and
to speed up better the self-financing of the productive companies;
b7) elimination of the games of circle between companies of state and financial institutions of public hand during circle counts reciprochi that are solved – in the game of the interests – in useless passivity of the same state;

4 - special allocations of budget for investments;

b11) to allow priority incentives to the sectors:
I - tourist
II – maritime transport
III – agricultural specialist (firstlings zootechnics)
IV – energy agreed and feasible (nuclear – geothermal – solar)
V - chemical industry purpose and metal-working specialised of transformation; in the way of
to speed investments up in sectors to high manpower percentage and currency messengers;
b12) to hang all the licences and the relative incentives for installations of primary refining of the oil and of heavy iron and steel production.

c) Prejudicial it is that today each activity according to all the sub a) and b) protagonist and manager finds a Government decided to be not already authoritative but only authoritative and decided to make respecting the existing laws. So and’ evident that the forces of the order can be mobilised to clean the country from the ordinary hooligans and pseudo political and the relative guiding plants only on the condition that the Magistracy tries them and sentences quickly sending them in prisons in case they discount the punishment without fomenting new revolts or leading a comfortable life. Under such an outline, it seems necessary that to the P.S. forces there is returned the faculty of interrogation of urgency of the arrested ones in presence of the crimes of subversion and tried subversion of the ordering, as well as of violence and resistance to the forces of the order, of violation of the law about the public order, of sequestration of person, of robbery to armed hand and of violence in general. Sotto tale profilo, sembra necessario che alle forze di P.S. sia restituita la facoltà di interrogatorio d’urgenza degli arrestati in presenza dei reati di eversione e tentata eversione dell’ordinamento, nonché di violenza e resistenza alle forze dell’ordine, di violazione della legge sull’ordine pubblico, di sequestro di persona, di rapina a mano armata e di violenza in generale.

THERE – experiment of election of magistrates (Costit. art. 106) between lawyers with 25 years of functions in possession of moral requisitioned details;
a2) Ordering of the Government
I - modification of the Constitution to establish that the President of the Advice is elected by the Chamber at the beginning of each legislature and can be knocked only through the elections of the successor;
II – modification of the Constitution to establish that the Ministers lose the members of parliament quality;
III – revision of the law about the accountancy of the state and of that one on the national budget (to modify the nature with competence of it in case);
IV – revision of the law about the local finance to establish – previous consolidation of the present debt of the local companies to be reabsorbed in 50 years – that Regions and Municipalities can spend beyond the public subsidies only the proceeds of emissions of obligations of reason (exempt of taxes and detraibili) and that is relative to public works to be financed, according to the model USA. Otherwise the autonomy concept becomes of alone freedom of expense based on the debts;
V - reform of the communal and provincial law to suppress the provinces and to redefine the tasks of the Municipalities dictating new rules on the financial controls;
a3) Ordering of the Parliament
I - new electoral laws, for the Chamber, of mixed type (uninominal and proportional according to the German model) when the number of the deputies was reducing to 450 and, for the Senate, of representation of second degree, regional, economic, social and cultural interests, when the number of the senators was decreasing to 250 and when that one was raising at 5 to 25 senators to life of presidential appointment, with increase of the relative categories (ex-parliamentary – ex-magistrates – ex-officials and public entrepreneurs – ex-soldiers and so on);
II – modification of the Constitution to give to the Chamber political pre-eminence (appointment of the First Minister) and to the Senate economic preponderance (examination of the budget);
III – to establish rules to make in the same day each 4 years the national, regional and communal elections (constitutional modification);
IV – to establish that the decrees - laws are incorrigible;
a4) Ordering of other institutional organs
I - Constitutional court: to sanction the following incompatibility of the judges to elective offices in public bodies; to sanction the prohibition of active so called sentences (that transform the court into legislative organ actually); sancire il divieto di sentenze cosiddette attive (che trasformano la Corte in organo legislativo di fatto);
II – President of the Republic: to reduce to 5 years the mandate, to sanction the ineligibility and to eliminate the white semestre (constitutional modification);
III – Regions: modification of the Constitution to reduce the number and in order that determine the borders it according to geoeconomic criteria more which historians. Measures economic social. Provvedimenti economico sociali.
b1) New legislation antiurbanism subordinating the right of residence to the demonstration of possessing a place of work and a sufficient income (to prevent from jumping over the finances of the great Municipalities);
b2) New town planning legislation favouring the cities satellites and transforming the town planning science at building into science of the suburban fast transport;
b3) new legislation on the print in protective sense of the dignity of the citizen (on the English model) and establishing the obligation of publishing each year the budgets as well as the compensations of the journalists;

b6) to give accomplishment to the articles 39 and 40 of the Constitution regulating the life of the trade unions bounding the strike right in the sense of:
I - to introduce the notice obligation after having sent the pact;
II – to exclude the essential public services (it carries; customs; hospitals and clinics; it taxes; public administrations generally) or to guarantee the correct unwinding it; ospedali e cliniche; imposte; pubbliche amministrazioni in genere) ovvero garantirne il corretto svolgimento;
III – to bound the right of strike to the economic causes and to ensure, in any case, the work freedom;
b7) new legislation on the participation of the workers in the stock property of the enterprises and on the management (German model);
b8) new legislation on the order of the territory (ecology, defence of the soil, discipline of the waters, reafforestation, human settlements);
b9) legislation antimonopoly (model USA);
b10) new bank legislation (French model);
b11) reform of the school (meritocratica selection – scholarships to not well-to-do ones – schools of Been normal and polytechnic on the French model);
b12) hospital and sanitary reform on the German model.
c) It prints – to Abolish all the provisions facilitated aimed at healing insufficient budgets with burden of the public revenue and at abolishing the monopoly RAI-TV.
