We bring back the intervention of an Italian citizen in the catching with “THE PROBLEM TELECOM ITALY”

The intervention is long, for the level of detail with which it is described and analysed the problem / me;
our pluriennial experience in the sector confirms to us that there are great the citizens who in Italy do not manage to have joint relations with the companies, especially when these are multinational, interested this last only to the company profit to total disadvantage of the unaware citizen.
It is as distressing to ascertain how efficient and effective institutions do not exist, for protection of the user.

We pass to the text of the intervention:

Safe to all. I have only joined. I open this discussion for all that I hope be able to be useful for all the other users of the forum. Apro questa discussione in quanto spero possa essere utile per tutti gli altri utenti del forum.

I divide in more post because I want to tell it well.

Explained, probably, because so many users find themselves the set at zero credit or absolutely in debt of thousands of Euro.

First of all, when have I contacted 119 to have information about Maxxi Alice 100, nobody has informed me that the promotion foresees advance clicks of 15 minutes. After having activated it, scrutinising a little bit on the forums, I have read the question about the clicks and have asked 119 for explanations. The operators (two in succession) have ensured to me that the offer includes 6000 minutes of connection and is without clicks. Not satisfied I have joined with situated TIM relative to the offer, and I have been read that instead of the offer it is to clicks of 15 minutes. To be connected I was using the Express Card Wave ET501HS (Umts and Hspda) sold Tim to 199 Euro, supply of the program with which the connection takes place. As I wanted to understand which discarding there was between the time of real utilisation and that counted with the system to clicks, I have compared all that brought back by the program in bottom to the screened one with all that reported by 4916 – key 3. The discrepancy was huge.

The difference between this count and that reported by 4916 is still huge. I think that I have got something wrong and redo completely head. The result nevertheless is always the same thing.

A further problem: since Wave one can evincere at the chronology of the software, from I begin 5/6/08 to have a disconnessioni avalanche. Then, known that I am connected with the Wave ET501HS, I am known that understands the problem (even if it does not attribute it to me) and advises me to try to set up the Net to Manual and do all the possible proofs, between which the connection Edge and of contacting for more information directly Wave to the num 0125656565 (obviously on payment). To every hour I do so many proofs, and so many clicks go away. The alone connection that works is with Edge but it is in 2G, then slower than the UMTS and of HSDPA. And what have I spent to make 199 Euro for the modem Tim's Wave? I might have used my old cell-phone to go in 2G. And if I have activated Maxxi Alice 100 it is because I need the connection HSDPA (I do not use p2p, but I must unload Linux Fedora9, Linux Mandriva2008, the updating of the operative system and the drivers; in 2G they love us years). Besides, considering that my zone is covered by HSDPA, if I purchase a modem HSDPA (3G) that instead it goes only in 2G, the product (modem + Maxxi Alice 100) is not conformable to all that declared by the seller (TIM). Dopo pochi minuti di connessione, si blocca il trasferimento dati e si disconnette. Succede varie volte. Contatto il 119. “Mi scusi, ho un problema con Maxxi Alice” e riattaccano il telefono, immediatamente. Richiamo. Solita attesa. Rispondono. “Mi scusi, ho un problema con Maxxi Alice” e riattaccano, di nuovo. Richiamo ancora. Solita attesa, ancora. Rispondono. “Mi scusi, ho un problema con Maxxi Alice”. Si, dice lui (Davide), la metto un momento in attesa. E mette giù il telefono. Riproviamo, io e mia sorella, con diverse schede e diverse volte. Finalmente qualcuno ascolta il problema e ci passa la sezione tecnica. Esponiamo il problema. Dice che è un problema di campo. Non lo è: ho stabilmente il massimo di tacche, ed il “ponte” è sul palazzo di fronte. Allora la rete è sovraccarica. Non può essere: succede a qualsiasi ora del giorno e della notte. Allora, saputo che mi connetto con la Onda ET501HS, mi sa che capisce il problema (anche se a me non lo riferisce) e mi consiglia di provare ad impostare la Rete a Manuale e fare tutte le prove possibili, tra cui la connessione Edge e di contattare per maggiori informazioni direttamente Onda al num 0125656565 (ovviamente a pagamento). A tutte le ore faccio tante prove, e se ne vanno tanti scatti. La sola connessione che funziona è con Edge ma è in 2G, quindi molto più lenta dell’UMTS e di HSDPA. E cosa ho speso a fare 199 euro per il modem Onda di Tim? Avrei potuto utilizzare il mio vecchio telefonino per andare in 2G. E se ho attivato Maxxi Alice 100 è perchè ho bisogno del collegamento HSDPA (non uso p2p, ma devo scaricare Linux Fedora9, Linux Mandriva2008, gli aggiornamenti del sistema operativo e i driver; in 2G ci vogliono anni). Inoltre, considerando che la mia zona è coperta da HSDPA, se acquisto un modem HSDPA (3G) che invece va solo in 2G, il prodotto (modem + Maxxi Alice 100) non è conforme a quanto dichiarato dal venditore (TIM).

Anche perchè altrimenti la Maxxi Alice 100 ovviamente la perdo, ma per sicurezza mi rinvia al 119. E al 119 ovviamente mettono giù.

Lo chiedo per curiosità, essendo un ingegnere, mi hanno insegnato che se i server non sono attivi, il sistema azienda non può funzionare (e dentro di me penso che si spiegherebbero tante cose). Non sono stato scortese, non lo sono mai con nessuno, davvero. Ma la signorina si è arrabbiata lo stesso. “Se dico che non sono attivi, vuol dire che non sono attivi! Non rispondo tanto per dire, ha capito?!?!”. Ringrazio e richiamo immediatamente. Risponde un ragazzo. Chiedo: i server sono attivi? Risponde: certo che sono attivi, come fanno a non essere attivi? Gli espongo in breve il problema. “La trasferisco alla sezione tecnica”. 45 minuti di agonia, pardon, attesa; e infine la batteria muore. Quasi la seguo. Sono deluso, amareggiato, arrabbiato; mi sento ingannato, tradito, derubato, violentato nella mia dignità umana (Ma l’articolo 13 della Costituzione non sancisce l’inviolabilità della persona?)

Vodafone and Wind are provided with system of verification of the quality: some hours after having contacted their Call Center, I am contacted again to express opinions about times of wait, cordiality and preparation of the operators (generally I give high vows in all that the operators are usually polite).
To Tim instead to all that looks it does not import the satisfaction of the client. We are very far from the total Quality and from the Continuous Improvement that is pursued in the best companies of the globe.

It returns to me then to mind when some years ago, nevertheless having active CartAuguri, they debited me with the Trentine one of Euro for the sent MMS. Also then to 119 they dealt so: it recalls between 48 hours, then another 48 hours, then other; and there became a pair of months. Months of insults and frustrations. Sbuffò e riattaccò.

And I am sure of the reliability of the program and of the chronology, in all that I remember with certitude the duration of the connections in all that there were reliability proofs, and I had diagrammato the results. Faccio una piccola e veloce ricerca in rete e noto che una marea di gente ha vissuto esperienze simili. Anzi, c’è gente che si è ritrovata finanche con 6000 euro di debito per una connessione oltre soglia. Il problema è che non hanno prove per affermare che il contatore Tim sballa, in quanto non hanno a disposizione la Cronologia di un programma come Onda che deve essere ritenuto affidabile da Tim in quanto distribuito dalla stessa Tim (in caso contrario l’azienda venderebbe un prodotto inaffidabile). Ed io sono sicuro dell’affidabilità del programma e della cronologia, in quanto ricordo con certezza la durata delle connessioni in quanto erano delle prove di affidabilità, e avevo diagrammato i risultati.

La quattordicesima sul sito è 01:00:14, contro 00:02:04 reali. La quindicesima eccede di 20 secondi. La sedicesima sul sito è 03:07:54, contro i 02:55:45. La diciassettesima, la diciottesima, la diciannovesima, la ventesima e la ventunesima corrispondono. La ventiduesima sul sito 01:00:03, contro i 00:59:44 reali (solo diciannove secondi in più che fanno però addebitare un ulteriore scatto di 15 minuti). La ventitreesima sul sito è 03:18:56, contro i 02:21:56 reali, cioè un’ora in più addebitata. La ventiquattresima sul sito è 01:17:00, contro 01:24:05 reali, cioè riporta sette minuti meno di quanto effettivamente consumato (però, gli scatti sono gli stessi!!). La venticinquesima corrisponde.

I buy a cell-phone Nokia 6120 Classic, provided with connection HSDPA. I contact 119 because it serves with me to know how to set it to be connected. They reattach. They reattach still. Still. I try again, and this time there answers a girl who is not rude, on the contrary it is the kindest. I tell her what I must make the configuration of the cell-phone to be connected with the PC to Internet, she it is at once ready when the technical part passes to me, nevertheless it is so kind that I decide to tell her very briefly the question about the unpacked metre. I give her some examples. She tells me that she must do a signalling to the technical section, which they will be responsible of doing all the verifications. If nevertheless they must say simply what for them is completely appended, and that I am that I make a mistake, I will resort to the associations of the consumers and to the authority of the telecommunication. She ensures to me that provvederanno as soon as possible and I supply to her the number on which to contact me. I thank and it passes me to the colleague over the configuration of the cell-phone. He connects it politely explains to me that I must instal Nokia PC Suite and in the statements to lead like supplier of services Tim Italia. Perfect, I thank and say hallo.
Riattaccano. Riattaccano ancora. Ancora. Poi ancora. Risponde una signorina: Deve richiamare con un’altro telefonino. Lo sto già facendo. Si arrabbia e non so perchè, comunque la ringrazio e saluto. Riprovo, e questa volta risponde una signorina che non è sgarbata, anzi è gentilissima. Le dico che devo fare la configurazione del telefonino per connettermi col PC ad internet, lei è subito pronta a passarmi la parte tecnica, però è così gentile che decido di raccontarle molto brevemente la questione del contatore sballato. Le faccio qualche esempio. Lei mi dice che deve fare una segnalazione alla sezione tecnica, che si occuperanno loro di fare tutte le verifiche. Se però dovessero semplicemente dire che per loro è tutto apposto, e che sono io che mi sbaglio, ricorrerò alle associazioni dei consumatori e all’authority delle telecomunicazioni. Lei mi assicura che provvederanno il più presto possibile e le fornisco il numero su cui contattarmi. Ringrazio e mi passa alla collega per la configurazione del telefonino. La collega garbatamente mi spiega che devo installare Nokia PC Suite e nelle impostazioni mettere come fornitore di servizi Tim Italia. Perfetto, ringrazio e saluto.

La sesta 01:24:54, contro soli 25 minuti reali. La settima corrisponde. (Per inciso pur nelle ore notturne, senza sovraccarico di traffico, la connessione cade; pertanto gli scatti di 15 minuti rappresentano un grosso valore aggiunto per Tim)

I make noticing that the discrepancies on the single connections, sometimes exceed abundantly an hour, other that 15 minutes. The girl remains not much disconcerted. I explain to her in two words the accounts that I have done, and he tells me what signallings on the metre had not been never done by anybody (it was pretending to be discounted that was the thing most corrected of the world), and that “really nobody has ever been so fussy to go controlling itself all these things”. Rifà the signalling. The second one. La ragazza guarda la nota e mi dice che i tecnici non hanno proprio capito di che parlo, e invitano l’operatore a spiegarmi che le connessioni sono a scatti anticipati di 15 minuti. Faccio notare che le discrepanze sulle singole connessioni, talvolta superano abbondantemente un’ora, altro che 15 minuti. La signorina resta un pò sconcertata.
